Today, July 26th, 2010, the military ceremony of awarding the first rank of officer to the "Nicolae Bălcescu" Land Forces Academy graduates of Sibiu took place.
The 292 graduates of the 2024 promotion, honorifically titled "Avram Iancu-200", will fill positions in the Ministry of National Defense, the Ministry of Internal Affairs, the Romanian Intelligence Service, the Foreign Intelligence Service, the Special Telecommunications Service and the National Penitentiary Administration.
The event, together with the Siberian military academic community, was attended by the Chief of Staff of the Land Forces, Lieutenant General Ciprian Marin, the Commander of the Southeast Multinational Corps, Major General Cristian-Daniel Dan, representatives of the National System of Defense, Public Order and National Security, local and central public officials, the families and friends of the young graduates.
As a sign of appreciation and recognition of the exceptional results obtained during the studies, the Minister of National Defense, Mr. Angel Tîlvăr and the Chief of the Defense Staff, Mr. General Gheorghiță Vlad, offered the personalized stiletto and the Merit Emblem "Military Science" class II, second lieutenant Daniel-Florin Puchin, the one who ranked first among the graduates educated for the Ministry of National Defense, with an average of 9.63. The stiletto and emblem were handed over by the Chief of Staff of the Land Forces. Also, Mr. Lieutenant-General Ciprian Marin and Mr. Major-General Cristian-Daniel Dan offered prizes and diplomas of merit to the graduates ranked first in weapons and military specialties within the Ministry of National Defense.
Mr. Alin-Iulian Frîncu, sub-inspector of the Special Telecommunications Service, ranked first with an average of 9.65, the highest average among the 2024 graduates. Brigadier General Daniel Cosmin Grigore, the advisor to the Director of the Special Telecommunications Service, presented him with the award and diploma of merit.
Mr. Eduard-Nicușor Păpulete, Sub-Inspector of the Ministry of Internal Affairs, ranked first with an average of 9.11. The award and the diploma of merit were offered by the Deputy Director General of the General Directorate of Human Resources Management of the Ministry of Internal Affairs, Mr. Superintendent of Police Valentin Melnic.
In the Romanian Intelligence Service, Mrs. Mihaela Ciochină, second lieutenant, ranked first with an average of 9,05. The award and diploma of merit were presented to her by the deputy head of the Regional Intelligence Directorate Transylvania South, Colonel Ciprian Cotruș.
At the Ministry of Justice, National Administration of Penitentiaries, Mrs. Mariana-Loredana Pop, sub-inspector, ranked first with an average of 8.54. The award and the diploma of merit were presented by the Head of Service (organization, mobilization) of the National Penitentiary Administration, Mr. Ciprian Iordăchescu, Chief Commissioner of the Penitentiary Police.
Also, in recognition of the superior quality of the educational administration adopted during his mandate as Rector and Commandant of the "Nicolae Balcescu" Land Forces Academy of Sibiu, the Chief of the Land Forces General Staff awarded the Plaque of Honor of the Land Forces to Brigadier General Brigadier General Ghiță Bârsan, Professor of Engineering.
In his speech, Lieutenant General Ciprian Marin said to the graduates of the class of 2024: "I am sure that you are approaching with maturity the path you are starting today. From now on, you will be responsible for yourself and the people you command. Respect them, be fair and promote value. Create the right leadership style to lead them to success. You need to be yourself, develop your personal qualities, and not be afraid to look at things from a different angle. Try to find new solutions and innovate.
The level of maturity and seriousness you have achieved, the skills you have formed and the knowledge you have acquired so far are the foundation on which you must build your future careers. The desire for self-improvement, teamwork, the continuous accumulation of specialized knowledge, as well as the advice you will receive from the future commanders under whom you will be subordinate in the immediate future, will be the prerequisites for your transformation into those military leaders we can rely on", said the Rector of the "Nicolae Balcescu" Land Forces Academy, Mr. Brigadier General Ghiță Bârsan, university professor and doctor of engineering.
Mr. Second Lieutenant Robert Stanciu, the one who held, in the academic year 2023-2024, the highest honorary rank, that of student adjutant platoon adjutant major, spoke on behalf of the "Avram Iancu-200" class: "Now, it is about the pride of having fulfilled a dream, it is about the crowning of the efforts made throughout the three or four years of studies, during which we have accumulated much more than just academic knowledge. We have learned about teamwork, perseverance and adaptability and made friendships that will stay with us for the rest of our lives."
